Beyond concerted efforts to gag the news media, there is another whammy from the government - this time through the TRAI's guidelines for cable digitization. For one, TRAI legalizes carriage fees putting a huge burden on broadcasters. The regulations allow cable operators to determine carriage fee rates unilaterally. It imposes huge restrictions on the ability of broadcasters to earn revenues. On-air channels have been limited to 500 whereas there is room for 999 channels.
