Civilian deaths: Conspiracy of silence in J&K

More civilians in the Kashmir Valley continue to die at the hands of the terrorists every year. But the separatists react to them, at best with just words of condemnation. In contrast, they spearhead violent protests if security forces are involved in such civilian deaths. Is this Kashmir's conspiracy of silence?
