Vetriselvan is a police officer out to cleanse the society of its corrupt system in his own style. In the process Roja, wife of a criminal seeks to avenge the of her husband who was shot by Vetri. Roja gets to the mother of Vetri after she becomes a minister. Later Roja also gets ed.When Vetri is put in the dock of a court trial, he gives a long-winding sermon about the development, the state and its people. He then wonders why military cannot be entrusted with the developmental projects of the state.
