Abolishes Death Penalty Washington governor Jay Inslee, a Democrat, imposed a moratorium
on the death penalty in 2014. The Washington court has also converted all pending death
sentences to life in prison. In their decision, the justices determined that capital punishment is applied “in an arbitrary and racially biased manner.” Washington Supreme Court, via opinion With the ruling, 20 states have either abolished or overturned the
