Shining Star schools

Rancho High School is one of 31 Shining Star schools in the state, which serve a high population of low-income students while also achieving academic success. But this year, the school lost half a million in weighted funding to help poor students or English language learners. The funding applies only to underperforming schools. Budget cuts and funding mechanisms have led some educators to feel they're being punished for performing well.
