Trump Breaks Diplomatic Protocol, Pushes NATO Into Emergency Session Non-NATO members were asked to leave the session after the U.S. President spoke bluntly about his demands that other members spend more on defense. Breaking diplomatic protocol, U.S. President Trump addressed German Chancellor Merkel by her first name. Trump said to the Chancellor, "Angela, you need to do something about this." Trump singled out Germany a day earlier, accusing the country of being "totally" controlled by Russia. Russia provides Germany a large share of its oil and natural gas. Merkel fired back that Germany was independent and a strong NATO ally. Trump emerged from the session saying that NATO members had agreed to quickly up their spending.
