An explosion at a hydroelectric power plant in Mingacevir plunged Azerbaijain’s capital, Baku, into darkness on July 3, Radio Free Europe (RFE) reported.High temperatures and a power surge caused by the heavy used of air conditioning were blamed for the explosion, RFE said.Azerbaijan’s energy minister was quoted by local press as saying that electricity had been restored to all strategically important facilities later in the morning of July 3.
