More than a hundred people were evacuated, but local state news agencies report that about 70 people are missing - most of them children.
Videos posted online show people jumping from windows to escape the fire.
Many of the victims were reported to be in a cinema, where the fire is believed to have started.
The flames are reported to have consumed more than one and a half thousand square meters of the shopping center, with the roof of two theaters inside the cinema collapsing.
The fire was contained after a few hours, but as of yet there is no immediate indication as to how it started and an investigation has been launched.
Local officials say about 300 emergency personnel are taking part in the search and rescue operation.
