Most people that sell their phone or tablets
don't realize that their device is still logged into
their Google account and all their details associated
with Google will be passed on unwittingly, while the
buyer never receives a device in factory condition,
In most cases the buyer will try to do a factory reset
to remove this Google account and not attempt to
use your details anyway, but this causes what's
known as an "FRP Lock" because the device has
a previous Google account linked ( still logged in )
on this device, they will not be aloud to setup the
device without the password and email address of
the previous user ( To counteract theft ).

I have personally bought phones from a unnamed second hand store that was still logged in and synchronizing emails
from the previous user. This was a problem for me.
