Riverside County District Attorney Mike Hestrin has charged two parents with 12 counts of torture, multipack counts of abuse, neglect and false imprisonment.
If found guilty on all charges, they face up to 94-years in prison.
According to reports, David and Louise Turpin held their 13 children captive inside a house in Perris, a small city about 70-miles east of Los Angeles.
Officials added the couple had shackled some of the children to beds since 2010.
