Hillsborough report urges institutional culture change

The former bishop of Liverpool has urged public institutions to have a change of culture in the way relatives are treated following tragedies like the Hillsborough disaster. The Right Reverend James Jones said families found that institutions would put their own reputation above individual needs and could even be “intimidating and oppressive” to anyone that challenges them.
