The U.S. government on Wednesday reportedly allowed a low-flying Russian military aircraft to survey several key government buildings in the D.C. area as part of a treaty. 
CNN is reporting, based on inside sources, the unarmed plane flew over the “US Capitol, the Pentagon, Central Intelligence Agency and Joint Base Andrews at low altitude.” 
The news outlet adds, “A law enforcement source told CNN that the plane also overflew Camp David, the presidential retreat in the Catoctin Mountains, the Trump National Golf Course in Virginia, and Mount Weather, one of the US government's secret relocation bunkers.” 
Politico reports that the plane also flew over Bedminster, NJ, where the president is currently vacationing, stating that the flight path was, “a perfectly legal bit of aerial reconnaissance that nonetheless appeared to be an attempt to troll President Donald Trump.” 
The plane, which had members of the U.S. Air Force on board, was allowed to conduct the flyovers as part of an international agreement called the Treaty on Open Skies.  
According to the State Department, the treaty “establishes a regime of unarmed aerial observation flights over the territories of its signatories.” 
The reported goal is to allow these countries to fly over other fellow member nations for the purpose of “gathering information through aerial imaging on military forces and activities of concern to them.” 
According to Popular Mechanics, the planes used in these missions are typically equipped with pre-approved surveillance systems and sensors. 
The State Department refers to the treaty as “one of the most wide-ranging international arms control efforts to date to promote openness and transparency in military forces and activities.” 
The agreement was ratified in 1992 under President H.W. Bush and currently has 34 members.
