HRD panel recommends scrapping UGC

An HRD panel has recommended scrapping of the UGC saying it has failed to fulfil its objective. The panel has further suggested setting up of a National Higher Education Authority for which it has already drafted a bill. The two volume report says that UGC has deviated from its core goal of being a watchdog for ensuring excellence in education.
