AUSTIN, TEXAS — New police dashcam video reveals the shocking moment a police officer manhandles a black woman in a Wendy’s parking lot, ripping her from her car and suplexing her to the ground for supposedly resisting arrest following a speeding violation.

In June of 2015, elementary school teacher Breaion King pulled into a Wendy’s parking lot and was approached by an officer of the Austin Police Department. The dashcam footage shows Officer Bryan Richter telling her she’s being stopped for speeding, and that she needs to get back in her car and retrieve her driver’s license.

As the two go back and forth over why she was pulled over, the officer gets frustrated and the exchange escalates in an instant. As Officer Richter throws the cuffs on her, the 26-year-old King can be heard trying to follow orders, while also asking why she’s being treated this way. Richter claims she was resisting arrest.

As she’s being taken to the police station, Breaion King has a conversation about racism with another cop, Officer Patrick Spradlin. When King says she can’t figure out why racism against blacks persists, Officer Spradlin can be heard on camera saying he believes it’s because blacks have “violent tendencies.”

Officer Spradlin went on to say the following:

“99 percent of the time, when you hear about stuff like that, it is the black community that’s being violent, that’s why a lot of the white people are afraid, and I don’t blame em. There are some guys I look at, I get...I know it’s my job to deal with them and it’s probably going to get ugly, but that’s the way it goes. Some of them, because of their appearance or what not, some of them are very intimidating.”

Initially, Breaion King was charged with resisting arrest, but the charges were later dismissed after the Travis County attorney reviewed the police dashcam video.

At the time, Officer Bryan Richter was handed out the lowest-level punishment for his actions in the form of counseling and additional training. After the video was released last week, Richter has since become the subject of a criminal investigation, and may face charges of misdemeanor assault or official oppression.
