City of Houston bombarded with 17 inches of rain

More than a foot of rain ravaged parts of Houston, Texas, on Monday, canceling flights, closing schools and shutting down all transportation.
Almost 17 inches of rain fell in Houston by 2 p.m. local time, crippling the city.
An emergency declaration was signed by Harris County Judge Ed Emmett for the county, stating more than 1,000 homes had already been flooded.
Houston Mayor Sylvester Turner closed all city buildings and canceled the State of the City address that had been scheduled for Monday.
There are 88,000 residents without power and two people were found dead in their vehicles, but authorities couldn't confirm if their deaths were related to the flooding.
