COLOGNE, GERMANY — People in the German city of Cologne took to the streets on Tuesday evening after dozens of women were sexually assaulted by roving packs of men on New Year's Eve.

The attackers were part of a group of 1,000 men of Arab or North African descent. They appeared to be organized and operated in groups of two to 20 men during New Year's celebrations in one of the city's main plazas near Cologne Cathedral.

"The men surrounded us and started to grab our behinds and touch our crotches. They touched us everywhere. I wanted to take my friend and leave. I turned around and in that moment someone grabbed my bag," a victim of the assaults told CNN.

German Chancellor Angela Merkel labelled the attackers "disgusting," while Cologne Mayor Henriette Reker said the attacks were "unbelievable and intolerable," CNN and Reuters reported. Reker, a well-known pro-refugee advocate, urged the public not to equate the assailants to refugees.

Reker, however, enraged many by proposing that young women in the city adopt a "code of conduct" to prevent a recurrence of the mass sexual assaults at events such as Cologne's famous Carnival, which takes place next month.

The code of conduct includes the suggestion that women maintain an arm's length distance from strangers. Reker said the code of conduct will be available online and seems to genuinely believe that this will protect women in the city.
