Kane pritur për tre vjet qe te dëmshpërblehen pas përmbytjeve masive te vitit 2010, por janë zhgënjyer edhe me shume me fondin e miratuar nga qeveria prej 200 milion lekësh. Banore dhe drejtues te komunave te Berdices dhe Anes se Malit ne Shkodër, deklarojnë se shuma e akorduar per qarkun është qesharake nderkohe qe demi arriti vleren e 30 milion dollare. Konkretisht ne keto dy komuna kane gjetur emrat ne liste rreth 2200 familje, qe pretendojnë se nuk kompensohen as per 20% te demit real. Drejtues te qarkut hedhin poshtë pretendimet e banoreve se ndarja e këstit te pare te dëmshpërblimit ka lidhje me fushatën elektorale. Ne vitin 2010 ne qytetin e Shkodrës, por dhe rrethina u përmbyten 4600 shtëpi dhe afro 14 mije ha toke. Edhe tre muaj me pare disa fshatra u përmbyten serish pas shkarkimeve nga hidrocentralet, ndërkohë qe verifikimi ne terren sa i perket dëmeve nuk është kryer ende.
