Te gjithë jemi dëshmitare qe për te marre një shërbim ne zyrat e regjistrimit te pasurive te paluajtshme, duhet kohe, nerva dhe para. Eksperiencat janë te ndryshme, qe për një regjistrim te pasurisë procedurat mund te zgjasin dhe me vite, kjo për shkak te burokracive, korrupsionit por edhe mungesës se dokumentacionit.
Nga muaji mars ka hyre ne fuqi ligji, i cili i jep te drejte notereve qe te kryejnë procesin e regjistrimit te pronës. Noteret janë ne fazën e trajnimit për te ofruar këtë shërbim, i cili pritet nise zbatimin ne praktike brenda këtij muaji. Kjo do te thotë qe çdo transaksion pronësie te paluajtshme do te kryhet nga noteri. Ne ligj janë përcaktuar afate konkrete, qe brenda dy javëve zyra e regjistrimit te pasurive te patundshme duhet te kthej përgjigje. Por noteret hedhin idenë qe ne varësi te shërbimit te ketë edhe tarifa te diferencuara. Kostoja e regjistrimit te pronës sot arrin ne 7 mije leke, ndërsa për shërbimin qe do te ofrojnë noteret mendohet te jete 4 mije leke. Regjistrimi i pasurisë nga noteri është i vlefshëm vetëm për pronat ne Tirane e Durrës, pasi te dhënat për këto dy qarqe janë ne sistem on line. Nga 2013 ky shërbim mendohet te shtrihet ne te gjithë republikën.

Registration of property by a notary is available only for properties in Tirana and Durres, since data for these two counties are in the system on line.
