Also at the U.N., bolivian president Evo Morales warned that there can be no peace without social justice. Cuban president Raul Castro told the U.N. general assembly that normal relations with the U.S. will only be possible when Washington lifts the blockade. Germany approved tougher asylum laws at a meeting chaired by chancellor Angela Merkel as a reaction to the current refugee crisis. The presidents of Russia, Vladimir Putin, and the United States, Barack Obama, held a tense meeting on Syria and ways to fight terrorism there.
