Venezuelan President Nicolas Maduro and his Colombian counterpart Juan Manuel Santos both expressed optimism following their meeting yesterday in Quito. The two heads of state agreed to a 7-point program to progressively normalize relations, beginning with the immediate return of their respective ambassadors to their posts. Santos said that he understood the Venezuelan concerns that led to the decision to close the border, but that the best way to fight what he described as the mafia is to do so together. teleSUR
