Weird moving ball of mud caught on film

My brother thought it was a rock or some trash in the ditch until it started to move. He caught this strange creature moving slowly towards the water. When it was in the water, it revealed its tentacles. Some bubbles even popped out of the water around it so that confirmed that thing was alive.
