Zaid: Hudud cannot exclude

Former de facto law minister and now president of Parti Kesejahteraan Insan Tanah Air (Kita) says that hudud (Islamic penal code) cannot be confined to Muslims only, and neither can it be adopted by any State through enactments.

Hudud, Zaid says is not personal law, that is law that States can enact to govern such procedures as family matters for instance. Personal laws can be enacted for communities.

Hudud is general law and involves the Penal Code and requires a Constitutional amend.
