Man tries to use windshield wipers while they are still up

There was recently a snowy mix that froze later in the day leaving about an inch to an inch and a half of ice on the roads. I went to go look at the traffic and road conditions when I saw this persons driving with their windshield wipers on. I started filming when it got even better as hey did not make any effort to fix them or even turn them off while at a complete stop.
