Chilean President Michele Bachelet urged those with information on crimes committed during the Augosto Pinochet military dictatorship to break their pact of silence and come forward. Her plea comes after four soldiers were detained for their role in the murder of Chilean-American photographer Rodrigo Rojas in 1986.
