PH tells US: Pay up for Tubbataha damage

The Philippines is now asking the United States to pay up after one of its naval ships damaged the Tubbataha Reef in 2013. But the reef's managers doubt if Manila can get Beijing to compensate for the Chinese vessel that ran around there, too.
