How BuCor plans to clean Bilibid mess

The chairman of Bureau of Corrections (BuCor) admits that his job is difficult especially now that issues of illegal activities inside the Bilibid is emerging. According to BuCor Director Jesus Bucayo, the agency needs modernization.
