Comelec defends parallel biddings for repair, purchase of machines

Commission on Elections (Comelec) chairman Andres Bautista defended the poll body's decision to conduct parallel biddings for the repair of 80,000 existing precinct count optical scan (PCOS) machines as well as the purchase of new ones.
