Fire chief guilty of sexual harassment!

A fire chief from Kobe was disciplined in July for sexually harassing his female colleague and touching her thighs. The case only came to light on Monday.
He was charged with repeatedly fondling his colleague's thighs at a bar this past February. What's worse, he stands accused of fingering another victim's lip at a welcome party for new members in April. The cases came to light when victims consult their respective supervisors.
Though the suspect claimed he was too drunk to remember anything, the sexual harassment was exposed after an internal investigation. As a general rule, disciplinary action must be open to the public. However, the fire department didn't disclose the case for fear of victims being identified.
