Then-17-year-old girls were recruited by another man off the street close to Kinshicho Station. They were instructed to lie that they were already 18, the legal working age. The duo stands accused of hiring girls without verifying that they were of legal working age during interviews. The workers were molested by johns in Tokyo hotels between June and July in 2013.

The girls are said to work once per week, taking on three johns a day and generating 200,000 yen (US$2,000) per month. The pair is said to earn six million yen (US$60,000) per month. The duo admitted that they hired them without due care and attention.
