LA Police Taser mentally ill homeless man in Skid Row seconds before his death

LAPD officers are under investigation after the death of a mentally ill homeless man in Los Angeles' Skid Row.

On the evening of May 24, police were called to 5th and San Pedro streets after receiving a call that 54-year-old Carlos Ocana had climbed on top of a billboard and refused to come down.

According to reports, officers were able to temporarily talk Ocana down. But when the SWAT team arrived, he climbed back up to the billboard, spooked by their guns, his friends told local media.

Witnesses said Ocana took off his shirt, a sign of surrender. But the police refused to allow the people who knew Ocana to try to calm him down, local media reports."

That's when officers Tased Ocana. But when they attempted to catch him, they lost their grip. He fell to the ground below, missing an airbag they had set up for his protection, a police spokesperson said.

Ocana later died at a local hospital.

The Police commission's inspector general is investigating the case to see if things should have been handled differently. The LAPD's Safer City Initiative task force on skid row, said its officers are getting intensive training on dealing with the mentally ill.
