The broadaylight horrendous killing of gangster Sukha Kahlwan near Phagwara on the main G.T.Road in full public view, brings out multiple failures of the government. It also shows that the rule of constitution has broken down in Punjab, which has been replaced by Jungle-Raj, anarchy and lawlessness.

Our above allegations stand vindicated the way the said gangster was killed, while under police protection. The killers numbering fifteen in two SUV vehicles, not only pumped 20 bullets into his body, but videographed the brutal killing, danced after the shoot out and took away the weapons of helpless policemen. It appears that there is no fear of the police and law in Punjab and goondaism rules the roost.

If an undertrial in the custody of 7-8 police officers and security personnel can be killed in this manner, what security can the Badal government provide to ordinary citizens?

As we are aware, Sukha Kahlwan was responsible for the murder of senior BJP leader Sukhdarshan Dhillon of Phagwara, therefore the role of some senior BJP leaders too could not be ruled out. It could be a case of the state machinery and the police helping the BJP avenge killing of their leader. Similarly, it is also surprising why heavily armed policemen offered no resistance to the killers?, who very conveniently also took their weapons away. There is every possibility that, the whole episode could well be a stage managed fake encounter by the police, either on the asking of their political bosses or in lieu of heavy monetary considerations.

The incident has also exposed the inefficiency, lethargy and ineffectiveness of the police as a force, unable to offer quick response to such incidents. It also raises a big question mark over the training process of the police force, who were not only unable to respond timely but could not protect their own weapons.

Another big reason for the police failure is its gross politicization. Merit has been replaced with political interference, since all important field postings of SSP’s, DSP’s and the SHO’s, are being done on the asking of ruling party MLA’s and Jathedar’s.

Therefore, Congress is of the firm opinion that the junior Badal in his capacity as Home Minister and Mr. Saini DGP, must own responsibility for this broadaylight gruesome and horrendous killing, that brings to fore complete failure of the police force. In the same breath, Congress also demands a time bound judicial inquiry, to unearth many doubtful angles of the killing. As stated above, there is every likelihood that the BJP which commands the levers of power, may have misused the police to avenge the killing of their leader Sukhdarshan Dhillon of Phagwara. The other possibility that cannot be ruled out is, that Sukha Kahlwan could have been eliminated in fake encounter by the Punjab Police itself, as those at the helm of the Punjab Police today are known encounter specialists. Or the gang opposed to Sukha Kahlwan may have indulged in a conspiracy with the police, by paying huge monetary sums to eliminate their arch rival.
