North Korea 'open to talks' with South

North Korean leader Kim Jong Un said in a New Year address on state tv he saw no reason not to hold talks with the South.

(SOUNDBITE)(Korean) NORTH KOREAN LEADER KIM JONG UN SAYING:

"If the atmosphere and environment are there, there is no reason not to hold a high-level summit. We will make every effort to advance dialogue and co-operation."

As North Koreans welcomed in the New Year, Kim used his address to cover a wide range of issues.

He criticised South Korea's war exercises with the U.S. as a source of tension.

He also spoke about Pyongyang's plans to further develop a series of special economic and tourist zones in the coming year.

The New Year address, which appeared to be pre-recorded, is Kim's third since he became leader.
