Troops are accused of having raped girls who came to them for medical help and water. Meanwhile, in Ivory Coast, the opposition takes a step back from the electoral commission that will oversee next year's crucial presidential elections. And leaders from over two dozen African nations meet in Douala to discuss the regional threat posed by Boko Haram.
