U.S. Secretary of State John Kerry suggested on Thursday (April 24) that the United States is drawing closer to imposing more sanctions on Russia by saying time was running out for Moscow to change its course in Ukraine.

He accused Russia of playing an "active role" in destabilizing Ukraine.

Kerry cited U.S. intelligence reports, adding that Russian intelligence services were using "personnel, weapons, money, operational planning and coordination" to destabilize Eastern Ukraine.

Kerry said Russian leaders were "making increasingly outrageous claims to justify their action."
