Kagame accuses France over Rwanda genocide

France says it won't attend the commemorations, after Rwandan president Paul Kagame accused it of participating in the genocide. Now, genocide survivors say France has dragged its feet over prosecuting people suspected of taking part in the killings. Al Jazeera's Nadim Baba reports from Paris.
