World leaders sign agreement at nuclear summit

World leaders have signed an agreement aimed at reducing nuclear risks to global security. But not all the countries attending the talks on nuclear security in the Netherlands have backed the initiative. Al Jazeera's Simon McGregor-Wood reports from The Hague.
