Lord Stevens: Neighbourhood policing need to be protected

Former Metropolitan Police Commissioner Lord Stevens says policing which is responsive to local concerns is "key to building public confidence and protecting neighbourhood policing". He has unveiled a range of proposals designed to restore trust in the service.
