The unidentified male living in Malmö, Sweden has reportedly chalked up over $4.5 million in unpaid parking fines. The man has not had a driver’s license for more than 3 years.

His huge debt came to light after a report was recently released concerning the country’s top 20 parking offenders. The driver in question appeared 4 separate times among the top 11 offenders on the listing.

In one case, a single offence earned him close to $1.2 million in fine. Local authorities are currently working to change the law and punishment methods when it comes to parking offenses to avoid heaping unpaid fines.

If passed, parking citations would be recorded against the car rather than the vehicle owner.

A spokesperson for the Swedish enforcement service to the Siren news outlet stated “We have been involved and contributed to this law. It's about getting access to the people who have been using this system to the highest degree.”
