UN Security Council deadlocked over Syria

It looks increasingly like plans for immediate military strikes on Syria have been delayed.
A British resolution is before the Security Council "authorising all necessary measures to protect civilians".
But Russia has said UN weapons inspectors must be allowed to finish their job before it is discussed.
